Director Executivo, PIRCOM Moçambique Consultoria a curto prazo (Executive Director, short term consultancy)

O Director Executivo irá velar pelo desenvolvimento organizacional do PIRCOM para, até 2012, alcançar o estatuto de organização não-governamental independente, baseada na fé, com um sólido pilar em comunicação para a mudança social e de comportamento (CMSC). O Director Executivo será responsável pela planificação, coordenação e supervisão das actividades do dia-a-dia do Secretariado do PIRCOM nas áreas de CMSC para a malária e doenças causadas pela falta de saneamento, nos domínios da prevenção. O Director Executivo irá também supervisar um quadro de pessoal entre quatro a oito pessoas baseadas em Maputo e nas províncias da Zambézia, Nampula, Sofala, Inhambane e na Província de Maputo Cidade. Technical Officer II, Writer/Editor

The Technical Officer will serve as the project's primary writer/editor, working with the Knowledge Management Advisor and communication team, and other C-Change teams to ensure a high level of quality and consistent voice for the project's finished products. More specifically, s/he will be responsible for producing and disseminating outreach products that document, highlight, and promote the results of the project’s social and behavior change communication (SBCC) capacity strengthening efforts, implementation programs, and operations research including reports, tools, training materials, case studies, and web write-ups.

Senior Specialist II, Monitoring and Evaluation

The Senior Specialist II, Monitoring & Evaluation (M&E) provides ongoing Technical Assistance and Capacity Strengthening for C-Change program. The focus of the work is on program monitoring and evaluation for the countries that have bought into the program. The overall goal is to establish M&E systems within each country program that is harmonized with a global M&E system for the C-Change program as a whole. To accomplish this, the Senior Specialist II works closely with in country C-Change staff and DC based staff to develop detailed M&E work plans and submit Program Monitoring Plans (PMP) to USAID. The Senior Specialist II works closely with assigned countries to ensure that there is adequate skilled in-country staff to carry out the M&E Work Plans as planned. In addition to development of work plans, the Senior M&E Specialist provides in country training and ongoing TA to local M&E specialists and researchers.

Chief of Party, C-Change Guatemala

The Chief of Party is AED’s official representative in Guatemala for the SBCC capacity strengthening project; responsible for overseeing all aspects of its technical, financial, and managerial performance. The COP will be AED’s primary liaison with USAID/HEO and all other stakeholders. S/he will lead work plan development and ensure that the program complies with USAID and AED financial and personnel regulations. S/he will provide vision and leadership to the Project technical staff and in-country partners and will regularly report to USAID on technical, administrative, and budgetary issues.

Chief of Party II, C-Change Mozambique

The Chief of Party II (COP) leads the activities funded by USAID-Mozambique to support the implementation and to strengthen/build the SBCC and organizational capacity of PIRCOM. The COP is responsible for working closely with the USAID-Mozambique mission to plan, implement, monitor and report on the organizational development of PIRCOM and its SBCC program activities for each of C-Change’s designated health issues. These include malaria water-borne disease control. The COP is responsible for financial and administrative management of the office and staff in Mozambique. The COP supervises all technical, financial and administrative personnel.

The COP will be AED’s primary liaison with USAID, the Governments of Jamaica and the Bahamas, and all other stakeholders. S/he will lead work plan development and ensure that the program complies with USAID and AED financial and personnel regulations. Director, C-Change Research

The C-CHANGE Research Director will oversee monitoring and evaluation (M&E) activities conducted in support of country implementation programs, which focus on SBCC in RH/FP, HIV/AIDS and malaria. As Key Personnel, the Research Director will be responsible: for planning, coordinating and directing applied research and knowledge generation activities; for leading a team of research staff, principal investigators, research consultants, and regional research partners; and for reviewing and advising on research design, implementation, analysis, report preparation and the development and of peer reviewed articles for journal submission, based on the outcome of C-Change research and M&E activities. In addition, in collaboration with the Deputy Director, s/he will develop research training activities to attract, develop and retain research professionals at institutions in developing countries and emerging economies, worldwide.

Chief of Party II, C-Change Democratic Republic of Congo

The Chief of Party II (COP) leads the activities funded by USAID/DRC to support the implementation and to strengthen/build the capacity of key government, academic, NGO and other organizations working with USAID in DRC. The COP is responsible for working closely with the USAID/DRC mission to plan, implement, monitor and report on social and behavior change (SBCC) program activities for each of C-Change’s designated health issues. These include HIV and AIDS, family planning, malaria, maternal and child health, water and sanitation and TB. The COP is responsible for financial and administrative management of the office and staff in DRC. The COP supervises all technical, financial and administrative personnel.

Technical Advisor, C-Change Jamaica

The Technical Advisor position will be responsible for providing coordination and technical support in the areas of capacity strengthening, advocacy, and SBCC with Government and civil society partners. The Advisor will assist the COP in the preparation of Project deliverables, reports, and work plans and in his/her absence, will serve as Acting COP.

Finance and Administration Manager, C-Change Jamaica

The Finance and Administration Manager is responsible for financial management and records in the field. S/he will maintain systems to track project finances in compliance with AED policies. The Finance and Administration Manager will develop activity budgets and prepare monthly reports of the accounts for the COP and AED home office team. S/he will also provide procurement and administrative assistance to the C-Change team and will oversee the day-to-day administration of the office.
